La liste des pays par émissions de gaz à effet de serre dresse plusieurs classements des pays du monde au regard des émissions de gaz à effet de serre les concernant. Plusieurs sources de données internationales existent et diffèrent selon leur méthodologie.
Les principaux gaz à effet de serre pris en compte sont le dioxyde de carbone, le méthane, le protoxyde d'azote ainsi que les gaz fluorés. Les principaux secteurs concernés sont l'agriculture, l'énergie, les procédés industriels, les déchets, les transports mais aussi le secteur UTCATF (parfois non pris en compte).
Une distinction est faite entre les émissions territoriales des pays et les émissions liées à la consommation du pays, aussi appelées empreinte carbone.
Émissions territoriales[modifier | modifier le code]
Il existe plusieurs sources de données concernant les émissions de gaz à effet de serre issues du territoire d'un pays.
En voici quelques exemples :
- Le centre commun de recherche de la Commission Européenne a développé avec l'agence internationale de l'énergie la base de données EDGAR (Emissions Database for Global Atmospheric Research)[1] et la publie sur un site dédié[2].Le programme pour l'environnement des Nations-Unies utilise ces données dans son rapport sur l'écart entre les besoins et les perspectives en matière de réduction des émissions[3].
- Le World Ressources Institute publie les données sur la plate-forme en ligne Climate Watch[4].
- Les 43 pays de l'annexe I du protocole de Kyoto ont l'obligation de publier chaque année un inventaire de leurs émissions nationales de gaz à effet de serre auprès de la Convention Cadre des Nations Unies sur les changements climatiques[5],[6].Les autres pays n'ont pas cette obligation, ce qui rend difficile des comparaisons internationales.
Classement de la base de données EDGAR[modifier | modifier le code]
La base de données EDGAR (Emissions Database for Global Atmospheric Research)[1] prend en compte le dioxyde de carbone, le méthane, le protoxyde d'azote ainsi que les gaz fluorés. Le dioxyde de carbone du secteur UTCATF n'est pas pris en compte. Les émissions du transport international aérien et maritime sont comptabilisées à part. Les émissions mondiales sont obtenues en sommant les émissions territoriales de tous les pays et en ajoutant celles du transport international. Les potentiels de réchauffement global utilisés dans le tableau ci-dessous sont ceux du cinquième rapport d'évaluation du GIEC.

La base de données Climate Watch[4] prend en compte le dioxyde de carbone, le méthane, le protoxyde d'azote ainsi que les gaz fluorés. L'ensemble des principaux secteurs d'activité sont pris en compte (agriculture, énergie, procédés industriels, déchets mais aussi le secteur UTCATF). Les émissions du transport international aérien et maritime sont comptabilisées uniquement dans le total des émissions mondiales. Les potentiels de réchauffement global utilisés dans le tableau ci-dessous sont ceux du quatrième rapport d'évaluation du GIEC.
Certains pays peuvent avoir des émissions négatives. Cela est lié au fait que le secteur UTCATF est dans certains cas un puits de carbone.

Émissions liées à la consommation des pays[modifier | modifier le code]
Les émissions territoriales d'un pays ne prennent pas en compte les émissions induites par les importations et les exportations, et ne permettent donc pas d'avoir une vision d'ensemble de la pression exercée par un pays sur le climat.
L’empreinte carbone correspond aux émissions territoriales auxquelles sont ajoutées les émissions associées aux importations et soustraites celles liées aux exportations. Elle mesure les émissions liées à la consommation des pays.
