L'État américain de Caroline du Sud est divisé en 269 municipalités, ayant le statut de city ou de town[1].

Création et fonctionnement[modifier | modifier le code]

Les municipalités de Caroline du Sud peuvent être appelées cities ou de towns, sans influence sur leurs compétences ou leur fonctionnement[1],[2].

Pour devenir une municipalité, une communauté doit remplir les conditions suivantes : avoir une densité d'au moins 300 habitants par mille carré au dernier recensement (avec certaines exceptions), ne pas se trouver à moins de cinq milles d'une autre municipalité (avec certaines exceptions), faire l'objet d'une étude de faisabilité évaluée par le Joint Legislative Committee on Municipal Incorporation, avoir un territoire contigu et assumer certaines compétences prévues par la loi. Le processus d'incorporation est initié par une pétition portée par au moins 15 % des électeurs de la communauté. Si la création de la municipalité est approuvée par référendum, le Secrétaire d'État de Caroline du Sud délivre un certificat d'incorporation[3].

D'après la loi de l'État, leur gouvernement peut être composé d'un maire et d'un conseil municipal (mayor-council), d'un simple conseil municipal (council) ou d'un conseil municipal et d'un gérant municipal (council-manager)[1].
