Tout d'abord, l'article comprend déjà deux images illustratives, je ne comprend donc pas quelle est la pertinence d'en ajouter une troisième. Ensuite, l'image montre le Jardin botanique de Jérusalem qui est une attraction touristique et le fait d'ajouter cette image à de nombreuses versions linguistiques de Wikipédia sans explication peut être perçu comme du spam. The photo was taken by a reliable and contributing Wikipedian, participated in the Hebrew Wikipedia photo contest along with many others he took, and won a commendation. Thus, I thought it would be worthwhile to attach it to articles where there are few pictures in relation to the charts (relatively speaking) or medium+ spaces between the pictures.
Maybe these reasons convince you (and @Wutsje), ...at least I hope they did.
