Sorry for having brought you here, my reply has been blocked by Chinese Abuse Filter (攻擊性帳號破壞群) due to several accounts I listed.

Thank's for your quick answer.

Every info I have :

1. On French wikipedia : "Mahmoud Refaat" has been created and deleted around February 2020.
2. The article zh:马哈茂德·雷法特 is matched to Q23907968. History on wikidata show new contributors added several wikipedia articles from February 2021.
3. On German wikipedia, Mahmoud Refaat (gelöscht) has been deleted in April 2021.
4. On French wikipedia : "Mahmoud Rifaat" (same subject) has been created again in Septembre 2021, it's under deletion process.
5. Also concerned : Q37988192 and Q65198048 by the same group of users.

This inusual activity (group of new users, creation cross-wikipedias, 进行推广, etc.) lead to an IP check on French wiki (as mentionned: here).

We think Behrouz.lawyer, banned on English Wikipedia and Iranien Wikipedia, is the initial POV-pusher and leader of sockpuppets.

The conclusion of the test is relative: IP address verifiers have not access to a user's information after 3 months.

However, it has shown : HUMAN-250 almost equal to IKS-777.

Those users can't be checked, based on IP, but they act like other accounts :

• START-200
• Reveuer
• BL-D8
• Behrouz.lawyer
• Internationalerz

Plus, Rosawriter has not been IP checked but he is a new contributor who created or contributed to cross-wiki articles, at least the concerned article on Chinese Wikipedia and Slovenian Wikipedia (see: sv:Special:Bidrag/Rosawriter). Created after Behrouz.lawyer's ban.

Furthermore, sources are always used the same way. There's also a FORK (~內容分歧 ? 进行推广?) on sources or even fake sources (some ISBN were wrong).

It can still met your notability and admission policy. Please check if it meets 维基百科不是什么 and 维基百科:中立的观点.

As far I can say, these creations are made without respecting transparency (disclosure) needed by foundation:Terms of Use, Art. 4 "Paid contributions without disclosure".
