In contraditction to what this article says, from what I had heard the kings of Persia were really nice and well-mannered compared to others...e.g. Cyrus was famous for observing "human rights"!!!

The article only states that the tradition, reported mainly by the Greeks, says that Cambyse was cruel; indeed the persian empire was usually respectful of the customs, laws, religions, languages of the conquered people and only the upper administration and the military were directly controled by the Persians.
