Nahla El Addal Haidar[modifier | modifier le code]

Nahla El Addal Haidar (born July 22, 1951 in Beirut, Lebanon) is a Lebanese member of Committee on the Elimination of Discrimination against Women (CEDAW) since January 2013[1]. She's actually the chair of the Working Group on Gender, Disaster Risk Reduction & Climate Change.[2]

She served over 30 years as a professional within the United Nations System, in various capacities, both at headquarters and in the field, ranging from social development (1977 – 1979), to Human Resources Management (1979 – 1982), to relief coordination (1982 – 1988)[3], to emergency management training and capacity-building (1988 – 1998) to development cooperation (1998 – 2001), to peace-building (2001-2005), to intellectual property and development (2005-2009). She was also given the opportunity to serve within UN Programs, Funds and Specialized Agencies, such as the United Nations Development Program (UNDP), the United Nations Fund for Population Activities (UNFPA), the International Labor Organization (ILO) and the World Intellectual Property Organization WIPO).

In all of the above areas of work, one of the main features throughout her career has been gender mainstreaming.

Born to a family of 6 daughters in Lebanon and titled an Advanced University degree in Law and Sociology (Panthéon-Sorbonne/Paris), she has been in Leadership positions with a particular focus on advancement of the status of women.[4]

Mrs Haidar have been very active in the field of Human Rights, in particular through the Arab Lawyers Union in the early 80’s, as a member of the Arab Organization for Human Rights.[5]

From 1982-1988: she participated actively in negotiating access to the affected civilian population in a specific emergency situation, and developed one of the first joint programmes with peace-keepers (1986) with a view to effective delivery of relief assistance; facilitated the preparation and launching of "Concerted Relief Programmes" based on joint inter-agency assessment of needs, including mobilization of resources, organization of information meetings and donors pledging conferences. From 1989-1991: involved in promoting disaster mitigation activities in selected countries including vulnerability assessment and analysis of risk reduction measures, advocacy for preparedness, formulation of project proposals, negotiation with government authorities and monitoring of advisory and technical assistance services.

From 1993 to 1998 she acted as Deputy focal point for women for the United Nations Office in Geneva (UNOG). As co-manager of the joint DHA/UNDP Disaster Management Training Programme (DMTP), she contributed to the conceptualization of the Programme based on analysis and understanding of the combined development and humanitarian nature of disasters and emergencies. From August 1998 to July 2001: Seconded to the World Intellectual Property Organization (WIPO), she acted as the Director-Advisor within the Office for Strategic Planning and Policy Development where I was mainly in charge of Inter-Agency Affairs. As of May 1999 I was assigned the functions of Director Copyright Collective Management Division within the Co-operation for Development Sector, which provides legal and technical assistance to developing countries. The overall objective of the work was to facilitate the use of intellectual property including traditional knowledge, by the relevant institutions in the various fields of research, social, industrial and cultural affairs with special emphasis on innovation and creativity and the improvement of rights management systems.

From April 2005 to November 2005: As Chief of the section dealing with Africa (North, Central and Southern Africa), the Middle East and Afghanistan, she was in charge of ensuring effective support to field operations through the mobilization and coordination of international response to the various emergencies within the geographical coverage of the section. Worked with UN partners, NGOs, donors and affected countries as well as with the UN country team to assess the humanitarian situation and prepare for the consolidated appeals and monitor the implementation of the relief programmes. From December 2005 to December 2009: In capacity as Director, Regional Bureau for Arab countries within the Development Sector of WIPO, she participated in the formulation of the Organization’s program in the field of development and technical cooperation with regard to the promotion and protection of Intellectual Property Assets for developing countries in general and Arab countries in particular.

In 2009 she performed the functions of Senior Director, Communication and public outreach with a particular emphasis on enhancing WIPO’s role in Development at country level; May-June 2010: She participated as an independent consultant in two evaluation missions to assess the donor’s response to the Humanitarian crisis in Sudan and Yemen. These missions are organized on yearly basis by DARA International leading to the publication of the Humanitarian Response Index (HRI).

In June 2012, Ms. Nahla Haidar, was elected in New York as a member in the Committee of the Convention on the Elimination of All Forms of Discrimination against Women, during the seventeenth Meeting. [6]


Peace Building[modifier | modifier le code]

From August 2001 to March 2005, Nahla El Addal Haidar was seconded to UNOPS/WSP International, as Deputy Executive Director for External Relations and Organizational support. WSP International (later on renamed InterPeace) is a particularly dynamic and rapidly expanding organization that enjoys identity both as a UN programme and NGO. The organization manages complex trust and confidence building dialogue projects in countries recovering from conflict and supports various stakeholders (bilaterals, multilaterals and NGOs). As Deputy Executive Director for Outreach and Learning, she has been responsible for developing and applying a strategy that promotes understanding and active support for the organization’s mission and subject matter, the development of capacity building, lessons learned and evaluation as well as a full range of partnerships with bilateral, multilateral and other stakeholders. In the implementation of this process she has built, she worked with and through a diverse WSP presence in the field (Somalia, Guatemala, Rwanda, Macedonia, Eritrea, Mozambique, Israel and Palestine). Another major achievement during that assignment was the organization of a Peace Building Forum in collaboration with the International Peace Academy and the UN Secretariat. As member of the Senior Executive Group (SEG) I have participated in the overall decision making of the Organization
