Fridtjof Nansens nærmeste medarbeider under hjelpearbeidet i Sovjetunionen og andre land. I 1940 årene luftfartsminister, samveldeminister og brenselminister (1950-51). Forfatter av bøker om nedrustning, Folkeforbundet og Fridtjof Nansen. I 1959 tildelt Nobels fredspris.
