It was built for Aston Manor Council in 1882 and was designed by William Henman. It is a two-storey plus attic building of red brick with stone dressings. There is a polygonal corner tower with five bays, each three windows wide, along each street face. The second and fourth bays project and have gables. At the extension of the city boundary in 1911 the building came under the control of Birmingham and it is still used as a library.
