Arno Tausch (né le Salzbourg, Autriche) est un politologue autrichien et un des fondateurs de la recherche quantitative sur la théorie des systèmes mondiaux en Europe[1].Son programme de recherche est centré sur cette théorie des systèmes mondiaux, les études sur le développement et la théorie de la dépendance, les études européennes dans le cadre de relations centre / périphérie ainsi que l'étude des conflits[2].

En général, la littérature sur les sciences sociales mentionne le travail de Tausch principalement dans le contexte des débats sur le keynésianisme mondial[3],la Théorie socio-libérale du Développement mondial[4],les cycles de Kondratieff[5],la pauvreté infantile[6], La théorie de la dépendance et du système mondial[7], le World Values Survey[8],Antisémitisme[9],Études sur l'islam[10], et études sur l'Union européenne et la politique sociale européenne[11].


Avec ses collègues suisses Volker Bornschier, Michael Nollert et Christian Suter, il a entamé des études quantitatives européennes sur les schémas de développement dans le système mondial[12], en utilisant un grand nombre de statistiques internationales [13].

Leur approche quantitative, qui étudie le développement capitaliste, tant sur une base macro-quantitative, que comparative ainsi que dans les études de séries temporelles, doit être considérée comme une première contribution au débat sur les effets de la mondialisation tant dans les pays du Centre que dans les pays de la périphérie[14].

Cette école européenne quantitative de la « théorie de la dépendance » souhaite surmonter une certaine partialité latino-américaine inhérente à la théorie de la dépendance et passer à la vision mondiale de l'école de Samir Amin, Giovanni Arrighi, Andre Gunder Frank, et Immanuel Wallerstein[15],[16],[17],[18],[19],[20],[21],[22],[23],[24].

Le Dr Tausch est un participant actif dans le mouvement de la théologie de la libération œcuménique et le dialogue entre les grandes religions du monde. Il est impliqué aussi dans l'étude des effets quantitatifs de la mondialisation sur les systèmes sociaux. Il est également l'auteur de nombreux articles, qui figurent dans des revues largement diffusées en Autriche, comme Das Jüdische Echo.

Il est membre des conseils éditoriaux des instances suivantes : Centro Argentino de Estudios Internacionales à Buenos Aires, Entelequia. Revista Interdisciplinar, Université de Cadix en Espagne, European Research Studies Journal à Athènes, Almanach Histoire et mathématiques, Innovation. The European Journal of Social Science Research (Routledge), et Journal des études de la mondialisation (Journal of Globalization Studies), à la fois édités par le professeur Andrey Korotayev à Moscou.

Carrière académique

Le Dr Tausch a obtenu son doctorat en science politique de l'Université de Salzbourg en 1976 [25] et son Habilitation universitaire, Habilitation à diriger des recherches de l'Université d'Innsbruck[26]. Sa commission a été présidée par Anton Pelinka et des arbitres externes dont Albrecht Ulrich et Winfried Röhrich. Des opinions en sa faveur ont également été exprimées, entre autres, par Karl Deutsch de Université Harvard. Actuellement, il est professeur adjoint (Universitaetsdozent) de sciences politiques à l'Université d'Innsbruck et de sciences économiques à l'Université Corvinus de Budapest. Il était auparavant Professeur invité au Département de sciences politiques, Université d'Hawaii à Manoa, et chercheur à l´International Institute for Comparative Social Research, Science Center, West Berlin (aujourd'hui WZB - Social Science Research Center de Berlin).

Il a servi en tant que diplomate autrichien à l'étranger et a été conseiller pour le travail et les migrations à l'Ambassade d'Autriche à Varsovie.

Publications

En 2015, il écrit comme auteur, coauteur, ou éditeur, 17 livres en anglais, 2 en français, et 8 en allemand. Il a été publié par de grands éditeurs, notamment Anthem Press; Dutch University Press, L'Harmattan, Palgrave Macmillan, et d'autres dans de nombreux pays.

Son travail d'érudition

Impressionné, mais non convaincu par son début de formation dans l'économie néo-classique, très tôt il se tourne vers l'étude quantitative de l'économie politique et la science politique quantitative. Après avoir terminé son doctorat a l'Université de Salzbourg, il acquiert un poste de professeur adjoint de sciences politiques à l'université d'Innsbruck à l'automne 1977.

Avec Otmar Höll et Kunibert Raffer, Tausch devient le pionnier des études sur le système-monde et la dépendance, en Autriche, dès le milieu des années 1970. Vers la fin des années 1970, des chercheurs comme Volker Bornschier et Dieter Senghaas commencent à se référer régulièrement à ses travaux quantitatifs. Son premier travail internationalement reconnu est l'essai, coécrit avec Otmar Höll, sur l'Autriche et la périphérie européenne (1980)[27].

Son livre le plus influent est La théorie socio-libérale du développement dans le monde (1993). Il y montre, avec des méthodes économétriques, l'importance mondiale des programmes de réforme mis en avant par les sociaux-démocrates d'Europe au cours des années 1920. Il est basé sur des études politométriques des modèles de développement dans le monde entier depuis les années 1960[28]. En 1998, l'US-Association of College and Research Libraries a déclaré le livre de Tausch Towards a Socio-Liberal Theory of World Development comme l'un des « plus importants ouvrages universitaires » dans la période 1993-1998.

Il a été l'un des premiers auteurs à présenter des évaluations sceptiques de la perestroïka et des processus de transformation. Son Russlands Tretmühle (tapis de la Russie) a prédit un nouveau durcissement du régime russe déjà en 1991[29],[30]

Son œuvre postérieure, écrite après son entrée dans la fonction publique en 1992, est sur l'analyse des politiques sociales et des migrations dans la nouvelle Europe élargie après la thérapie de choc[15],[14].

Après son retour à Vienne de son poste de diplomate en Pologne, Tausch traite surtout les analyses des contradictions du processus d'élargissement de l'UE, et l'éternel débat sur l'islam et le développement[31],[32],[33],[34].

Son dernier texte sur l'islam et le développement [18] est basé sur l'analyse systématique des données de l'European Social Survey, qui sont en contradiction avec des points de vue alarmistes sur la migration et l'intégration musulmane en Europe. Tausch plaide en faveur de ce qu'il appelle « une perspective du processus de Lisbonne sur les minorités musulmanes en Europe ». Sur le processus de Lisbonne, il a étroitement travaillé et publié avec l'intellectuel Suédois Almas Heshmati[35].

Leur travail commun a démontré la faiblesse du modèle social britannique et l´immense pauvreté des enfants, ce qui contredit l'idée que ce modèle est le meilleur en Europe[36].

Il a aussi récemment contribué à la revue analytique des Forces armées autrichiennes, Österreichische Militärische Zeitschrift, et a largement diffusé le travail Europäische Rundschau.

Tausch et l'analyse des cycles Kondratieff

Dans un long article dans Le Monde, Christian Schmidt a souligné la nouveauté de l'approche pour analyser les longs cycles économiques:


"Une équipe de chercheurs […] s'est ainsi récemment employée à réexaminer, à la lumière des techniques statistiques développées par la cliométrie, les hypothèses des cycles longs de Kondratieff (Economic Cycles, Crises, and the Global Periphery, Leonid Grinine, Andreï Korotaïev, Arno Tausch, Ed. Springer 2016, non traduit). […] Premier constat, selon nos trois auteurs: la phase économique ascendante qui a débuté au milieu des années 1980 s'est achevée; elle est en train de faire place à une phase descendante qui devrait commencer à manifester ses effets à partir des années 2015-2018, c'est-à-dire dès la sortie de notre grande crise de 2008. Ceci permet d'expliquer une partie du caractère inattendue de notre incertitude, par le changement de référence qu'impose ce point de retournement. Mais nos auteurs vont plus loin. Ils observent que cette longue période ascendante de l'économie qui s'est ouverte aux alentours des années 1985-1990 s'est accompagnée d'une transformation du système de l'économie mondialisée, au profit de plusieurs pays de la périphérie, principalement asiatiques, par rapport aux pays du centre, États-Unis et Europe occidentale. […] L'entrée dans une phase descendante de l'économie mondiale devrait aggraver cette tendance tout en accroissant l'incertitude de ses formes. Du côté de l'innovation, l'hypothèse formulée par Kondratieff semble au contraire contredite, puisque force est de constater que la phase de croissance économique qui se termine a coïncidé, au contraire, avec un bond des innovations mesuré par le nombre des brevets dans la période. Mais en introduisant une distinction entre les découvertes («breakthought») et leur exploitation («improving»), nos chercheurs montrent toutefois que cette période a surtout exploité des découvertes antérieures, en particulier dans les techniques de l'information." [37]
